FastStone Image Viewer for Windows from FastStone.org is an image editor, organizer, viewer, converter and more with an amazing array of tools. This application is free for non-commercial use.
It is one of my favorite tools for tasks that are more than just doing the basics. I particularly like the sketch and paint tools.
